July 15, 2014 - Hillary Clinton

  • 07/15/2014

Thousands of child immigrants flee to America in search of a better life, and Hillary Clinton discusses her experiences as Secretary of State and her memoir, "Hard Choices."

>> Jon: WELCOME TO "THE DAILYSHOW."

MY NAME IS JON STEWART.

OH, WE'VE GOT A GOOD PROGRAM FORYOU TONIGHT.

LET ME TELL YOU WHAT WE'RE DOINGTONIGHT.

THIS IS INTERESTING.

THE GUEST TONIGHT, WE'RE VERYEXCITED, FORMER SECRETARY OF

STATE HILLARY CLINTON WILL BE ONOUR PROGRAM TONIGHT.

SHE'S HERE.

LET ME EXPLAIN SOMETHING,THOUGH, SHE IS HERE SOLELY FOR

ONE REASON: TO PUBLICLY ANDDEFINITIVELY DECLARE HER

CANDIDACY FOR THE PRESIDENT OFTHE UNITED STATES.

[CHEERING AND APPLAUSE]SHE... TONIGHT... NO.

I THINK.

[LAUGHTER]IF NOT, THIS IS AN ABJECT

FAILURE.

IF IT DOESN'T HAPPEN -- MYCAREER AS A JOURNALIST MAY BE

OVER.

BUT, LET'S GET TO OUR TOP STORYTONIGHT, AMERICA'S IMMIGRATION

CRISIS KID EDITION.

>> SINCE OCTOBER, 52,000UNACCOMPANIED CHILDREN HAVE BEEN

PICKED UP TRYING TO CROSS INTOTHE U.S.

>> WHAT'S DRIVING THESE PEOPLENORTH IS CRIPPLING POVERTY AND

OUT-OF-CONTROL VIOLENCE INPLACES LIKE HONDURAS, GUATEMALA

AND EL SALVADOR.

>> Jon: WOW, THERE ARE KIDS INTROUBLE. YOU KNOW WHAT,

I WAS ALWAYS TAUGHT BY MYPARENTS TO FOLLOW THE GOLDEN

RULE.

WHENEVER YOU SEE KID IN TROUBLE,YELL AT THEM IN A LANGUAGE

THEY DON'T UNDERSTAND.

>> GO HOME!

>> NOT OUR KIDS. NOT OURPROBLEM.

>> IF OBAMA LIKES THEM SO MUCH,LET THEM STAY AT THE WHITE

HOUSE.

[LAUGHTER]>> Jon: THAT IS AN INTERESTING

SUGGESTION.

ALTHOUGH A GROWN MAN INVITINGTHOUSANDS OF KIDS TO HIS HOUSE

GIVES OFF A LITTLE BIT OF ANEVERLAND RANCH VIBE.

[LAUGHTER]ALL RIGHT.

SO LOOK, IT'S NOT LIKE THESECOUNTRIES DEVELOPED PROBLEMS

OVERNIGHT.

WHY THE SUDDEN KID-SPLOSION?

>> REPUBLICANS POINT TO THEPRESIDENT'S 2012 ORDER THAT

PROTECTS SOME CHILDREN FROMDEPORTATION, BUT THAT APPLIES

ONLY TO THOSE WHO ENTER THEUNITED STATES BEFORE 2007.

>> Jon: [BLEEPED].

IF I HAVE TOLD KIDS FLEEINGVIOLENCE AND POVERTY ONCE, I'VE

TOLD THEM A THOUSAND TIMES.

IMMIGRANT MINORS SEEKING ASYLUMPOST-2007 MUST APPLY AT THEIR

CONSULATE WITH FORM N-400AND A BIOMETRICS FEE.

THEN APPEAR FOR A SERIES OFPROCESSING INTERVIEWS

TO ASCERTAIN PRIORITYDETERMINATION UNLESS THEY

HAVE FAMILY LIVING IN THEUNITED STATES,

IN WHICH CASE THEYFILE FORM I-130.

AND THEN YOU FILE FORM DS-260UNDER YOUR NVC CASE NUMBER

UNLESS, OF COURSE, YOU HAVESKILLS ATTRACTIVE TO AN

EMPLOYER. WELL, DO YOU?

DO YOU!

CHILD-FLEEING VIOLENCE ANDPOVERTY, BECAUSE IF YOU

DO, YOU'RE GOING TO WANT TO GOWITH FORM I-140.

I MEAN, IT'S NOT THAT DIFFICULT.

CHILD.

NOW, YOU MAY BE WONDERING, IFTHEY DIDN'T FILL OUT THE FORMS,

CAN'T WE JUSTDEPORT THESE KIDS?

WELL, FIRST OF ALL, WHAT THE[BLEEPED] IS WRONG WITH YOU?

THESE ARE CHILDREN.

WHY WOULD YOU EVEN ASK THAT?

AND SECOND OF ALL, GOODQUESTION.

[LAUGHTER]WHY CAN'T WE JUST DEPORT THEM.

>> A 2008 LAW SIGNED BYPRESIDENT GEORGE W. BUSH SAYS

CHILDREN FROM COUNTRIES NOTBORDERING THE U.S. CANNOT BE

IMMEDIATELY DEPORTED.

>> Jon: STUPID LIBERALS.

[LAUGHTER]THAT'S WHY WE NEED A REPUBLICAN

IN THE WHITE HOUSE.

AND...OH.

WELL, SINCE WE APPARENTLY HAVE APROCESS IN PLACE, WHY ALL THE

HULLABALOO?

>> THEY CAN APPEAR IN COURT ANDMAKE THE CASE FOR STAYING.

>> TENS OF THOUSANDS OFUNDOCUMENTED AND OFTEN

UNACCOMPANIED CHILDREN AREOVERWHELMING FEDERAL FACILITIES.

>> Jon: WELL, OF COURSE, THEAGENTS AT THE BORDER PATROL ARE

DOING WHAT THEY CANTO HELP THESE KIDS.

>> I'VE WATCHED THEM DOEVERYTHING FROM CHANGE DIAPERS

TO HEAT FORMULA.

MANY OF THESE ARE SINGLE YOUNGMEN WHO ARE NOT PARTICULARLY

GOOD AT THAT, BUT THEY'RE REALLYGETTING BETTER.

>> Jon: IT'S ALL GOING TO BEDOCUMENTED IN THE NEW HIT MOVIE

"THREE MEN AND 50,000 BABIES."

[LAUGHTER]STEVE... ONE OF THEM, IS THAT...

GUTTENBERG'S BACK, BABY.

SO WE GOT OURSELVES A GENUINEHUMANITARIAN CRISIS, UNLESS

SOMEONE WOULD LIKE TO LABEL ITDIFFERENTLY?

>> THE OLD ENGLISH DICTIONARYDEFINES INVASION AS ANY

ENCROACHMENT OR INTRUSION ORADVENT OF SOMETHING HARMFUL AS

IN A DISEASE.

>> Jon: AH, REPRESENTATIVE LOUIEGOHMERT.

HE'S LIKE OLD FAITHFUL,IF INSTEAD OF HOT WATER, IT

REGULARLY SHOT OUT STUPID.

>> IN THE CONSTITUTION UNDERARTICLE 1 SECTION 8, IT SAYS

THAT CONGRESS HAS THE AUTHORITYTO CALL FOR THE MILITARY DURING

TIMES OF INVASION.

[LAUGHTER]>> Jon: YOU WANT THE MARINES

ON THIS ONE?

TIP OF THE SPEAR.

ALL RIGHT.

NOW, I'M NOT A MILITARYEXPERT OBVIOUSLY, BUT GENERALLY

AN ENEMY INVASION FORCE IS NOTPARTICULARLY DANGEROUS UNTIL IT

CAN REACH AND OPEN ITS OWNCEREAL.

[LAUGHTER]NOW, FROM WHAT I KNOW...

[CHEERING AND APPLAUSE]EVEN HITLER WASN'T ALWAYS AN

IMMINENT THREAT.

[LAUGHTER]ACTUALLY, THAT'S SOMEONE WHO

[LAUGHTER]ACTUALLY, THAT'S SOMEONE WHO

WORKS HERE'S CHILD. NO, I KNOW.I'M JUST,

I'M WAITING FOR THE DAY WHENTHAT KID, 20 YEARS FROM NOW,

JUST HUNTS ME DOWN, COMES TO MYDOOR AND GOES, YEAH, IT'S REAL

[BLEEPED] FUNNY.

YEAH, THAT WAS REAL, REAL FUNNY.

ANYWAY, SO HUMANITARIAN CRISIS,RESPONSE SYSTEM OVERWHELMED.

WHERE HAVE WE SEEN THIS BEFORE?

THIS UH...ANYBODY, ANYBODY?

OH, YOU, FELLOW LONE STARREPUBLICAN CONGRESSMAN BLAKE

FARENTHOLD?

>> THIS IS PRESIDENT OBAMA'SKATRINA.

>> WELL, I BELIEVE IN THIS CASEIT'S PRONOUNCED KATARINA.

ALTHOUGH, TO BE FAIR, WHEN ITCOMES TO GLARING GAPS IN WHAT

ARE SUPPOSED TO BE SECUREBARRIERS, I THINK FARENTHOLD

KNOWS WHAT HE'S TALKING ABOUT.

IN FACT, OH, MY GOD, HANG ON.

THE CRISIS IS SO BAD THEY'REEVERYWHERE.

NOOOOOO!

DONDE ESTA?

YOU KNOW, I WOULDN'T BE SO QUICKTO BLAME OBAMA FOR THIS FLOOD OF

IMMIGRANTS.

MAYBE THEY GOT THE IDEA THATAMERICA WAS A GREAT PLACE TO

COME FROM SOME OTHER PEOPLE.

>> WE LIVE IN THE GREATESTCOUNTRY IN THE WORLD.

>> THE GREATEST NATION IN THEHISTORY OF MANKIND.

>> THE STRONGEST, FREEST,GREATEST COUNTRY.

>> THE GREATEST HEALTH CARE.

>> THE GREATEST UNIVERSITIES.

THE GREATEST SCHOOLS.

>> THE GREATEST RISE OF FREEDOMAND OPPORTUNITY.

>> GREATER THAN SOLOMON'SISRAEL.

>> THE SINGLE GREATEST NATION INTHE HISTORY OF ALL MANKIND.

>> THE GREATEST COUNTRY EVER.

>> Jon: I DON'T KNOW ABOUTYOU, BUT I REALLY FEEL LIKE

[BLEEPED] AN APPLE PIE RIGHTNOW.

[CHEERING AND APPLAUSE]WHY WOULD YOU NOT... WHY WOULD

YOU NOT COME TO A PLACE THATGREAT?

IN FACT, IT'S WHY ALL OF OURANCESTORS CAME TO THIS COUNTRY

AND WERE THEMSELVES ORIGINALLYUNWELCOME.

BECAUSE THAT'S THE STORY OFAMERICA, FROM BEN FRANKLIN'S

WORRIES THAT GERMANS WERERUINING PENNSYLVANIA, TO OUR

19th CENTURY 60-YEAR BAN ONTHE CHINESE IMMIGRANTS WHO HAD

JUST FINISHED BUILDING OUR RAILSYSTEM, TO OUR VERY REAL AND

JUSTIFIABLE CONCERNS ABOUT THEIRISH AND THEIR INSATIABLE

APPLYING FOR JOBS.

WE HAVE ALWAYS BEEN A NATION OFIMMIGRANTS WHO HATE THE NEWER

IMMIGRANTS.

BECAUSE LADY LIBERTY MAY APPEARTO BE A BEACON TO THOSE YEARNING

TO BREATHE FREE, BUT THE TRUTHIS SHE'S ACTUALLY A BOUNCER.

WE'LL BE RIGHT BACK.

[CHEERING AND APPLAUSE]>> Jon: WELCOME BACK.

MY GUEST TONIGHT, SHE WASSECRETARY OF STATE FROM 2009

UNTIL 2013.

HER NEW MEMOIR IS CALLED "HARDCHOICES."

PLEASE WELCOME BACK TO THEPROGRAM SECRETARY HILLARY

CLINTON.

SECRETARY.

NICE TO SEE YOU.

OH, THEY'RE VERY EXCITED.

[CHEERING AND APPLAUSE]HOW ARE YOU?

>> I AM GREAT.

I AM ABSOLUTELY GREAT.

HOW ARE YOU DOING?

>> Jon: I'M DOING VERY WELL.

>> I COULD SEE THAT.

>> Jon: HERE IS THE, HERE ISTHE BOOK THAT YOU HAVE WRITTEN.

THIS IS CALLED "HARD CHOICES."

IT'S CLEARLY YOU'RE, YOU'RE...

>> A LOT OF HARD CHOICES. LOT OFHARD CHOICES.

>> Jon: NOT FOR YOUR EDITOR.

LOOK AT THAT BABY.

>> THE REAL STORY IS THAT IT WASEVEN LONGER.

>> Jon: WAS IT REALLY?

>> OH, YES. AND... WELL,

THERE WAS JUST SO MUCH THATHAPPENED IN THOSE FOUR YEARS.

>> Jon: SURE.

>> AND I WAS TRYING TO EXPLAINIT, KIND OF PULL THE CURTAIN

BACK, SO PEOPLE COULD GETAN IDEA WHAT WE WERE DOING

IN THE WORLD, AND I WROTEMUCH MORE THAN THAT,

IF YOU CAN BELIEVE IT.

SO THIS WAS LIKE TAKE THE WHIPOUT AND TAKE THE SCALPEL AND CUT

IT DOWN.

>> THIS IS, IT'S AN INCREDIBLY,I THINK, COMPLEX AND WELL

REASONED AND EYE WITNESSVIEW TO THE HISTORY OF

THOSE FOUR YEARS.AND I THINK I SPEAK

FOR EVERYBODY WHEN I SAY, NO ONECARES.

THEY JUST WANT TO KNOW IF YOU'RERUNNING FOR PRESIDENT.

[CHEERING AND APPLAUSE]>> WELL, YOU KNOW...

>> Jon: ARE YOU?

ARE YOU RUNNING FOR PRESIDENT?

>> WELL, YOU KNOW, JON, I WASGOING TO MAKE AN ANNOUNCEMENT,

BUT I SAW... I MEAN, YOUKIND OF SPOILED IT FOR ME.

>> Jon: NO, NO, NO.>> NO, I MEAN...

>> Jon: SO THAT'S A YES.

THAT'S YES.

>> THE BIG SPOILER.

SO I'M JUST GOING TO HAVE TORECONSIDER WHERE I GO DO IT.

>> Jon: SURE. THERE WAS A LITTLECONFUSION HERE. YOU KNOW WHAT I

SEE?>> RIGHT.

>> Jon: CAN I TELL YOU WHAT ISENSE?

>> YES. PLEASE, PLEASE DO.>> Jon: A LITTLE CONFUSION.

YOU KNOW, IT TAKES ME BACK TO MYDAYS POST-COLLEGE.

LET ME... YOU KNOW, THERE AREWAYS THAT WE CAN DECIDE WHETHER

OR NOT... I HAVE, IT'S LIKE ACAREER APTITUDE TEST.

AND, IT CAN HELP YOU.

>> THIS IS GOOD.

I'M READY. I'M READY.

>> Jon: SO DO YOU... LET ME JUSTASK YOU, BECAUSE THIS IS GOING

TO HELP YOU SORT OF HONE IN ONIF YOU EVEN WANT TO DO THIS

JOB. LET ME ASK YOU A QUESTION:DO YOU LIKE COMMUTING TO WORK OR

DO YOU LIKE A HOME OFFICE?WHAT'S YOUR, UH...

>> NO, I'VE SPENT SO MANY YEARSCOMMUTING, I'D KIND OF PREFER A

HOME OFFICE.

THAT'S WHERE I WROTE MY BOOK.

IT WAS ON THE THIRD FLOOR OF OURHOUSE, SO THAT WORKS.

>> Jon: DO YOU HAVE FAVORITESHAPE FOR THAT HOME OFFICE?

DO YOU LIKE THAT OFFICE, LET'SSAY WOULD YOU LIKE THAT

OFFICE... WOULD YOU LIKE IT TOHAVE CORNERS OR WOULD YOU LIKE

IT NOT TO HAVE CORNERS? I DON'TKNOW.

>> YOU KNOW, I THINK THAT THEWORLD IS SO COMPLICATED, THE

FEWER CORNERS THAT YOU CAN HAVE,THE BETTER.

[CHEERING AND APPLAUSE]>> Jon: DO YOU PREFER TO SIT

IN TRAFFIC OR CAUSE IT?

>> I REALLY HATE TO CAUSETRAFFIC, AND SOMETIMES I DO.

AND I DEEPLY REGRET IT.

I'M TELLING THE WORLD RIGHT NOW.

AND WHEN I HAVE OVEREAGER POLICEWHO ARE ACCOMPANYING ME WHO ARE

SO BRAVE AND THEY'RE DOING THEIRBEST JOB, I SOMETIMES HAVE TO

SCROUCH DOWN, GET ON THE FLOOR,I START THIS BOOK TALKING ABOUT

GETTING ON THE FLOOR, HIDING,TRYING TO GO TO A SECRET MEETING

WITH BARACK OBAMA.

THAT HAPPENS TO ME A LOT.

SO, I PREFER NOT TO CAUSETRAFFIC.

>> YOU ACTUALLY TRAVEL LIKE AKID SNEAKING INTO A DRIVE-IN

THEATER? LIKE...

>> YEAH. I TRY TO. YEAH SO,AND,

AND YOU KNOW, SOMETIMES LIKELITTLE DISGUISES SO I CAN LOOK

OUT THE WINDOW BUT NOBODYWILL KNOW IT'S ME.

>> Jon: WELL LET ME ASK YOU AFINAL QUESTION: DO YOU ENJOY

CONSTANT, NON-STOP CRITICISM?

[LAUGHTER]>> ENJOY IS PROBABLY THE WRONG

WORD.

>> Jon: EXPECT?

>> EXPECT, SURVIVE...>> Jon: SURE.

>> LIVE THROUGH.

IT JUST SORT OF COMES WITH THETERRITORY.

>> Jon: IT DOES COME WITH THETERRITORY.

SO, IT SOUNDS TO ME, IF I MAY,YOU'VE DECLARED FOR THE

PRESIDENCY. WHY ELSE? BECAUSE...

[CHEERING AND APPLAUSE]HERE'S THE CRAZY THING. HAVE YOU

BEEN SURPRISED, IF YOU WERENOT I THINK RUNNING FOR

PRESIDENT, ALL OF THISCRITICISM, I TRULY BELIEVE THIS,

THERE'S TWO BOOKS OUT NOWTHAT ARE EXPOSES OF YOU AND

THE FAMILY AND ALL THAT. THEREIS CONSTANT CALLS FOR

TESTIMONY. THERE ARECONSTANT PARSING OF WORDS.

>> YEAH.

IF YOU STOP THAT TOMORROW, IFYOU SAID, I AM NOT RUNNING FOR

PRESIDENT, IT ALL STOPS.

DO YOU AGREE OR DISAGREE?

>> I THINK A LOT OF PEOPLE WOULDLOSE THEIR JOBS IF IT ALL

STOPPED. IT SEEMS TO BE...

>> IT WOULD STOP FOR YOU.

THEY'D MOVE ON TO CHRISCHRISTIE OR WHOEVER ELSE.

>> THEY MIGHT.

BUT I'VE BEEN AMAZED AT WHAT ACOTTAGE INDUSTRY IT IS.

AND SO I KIND OF EXPECT IT WOULDCONTINUE.

>> Jon: RIGHT.

>> SO I'M NOT REALLY PAYING ALOT OF ATTENTION.

>> IT'S JUST THESE TALKINGHEADS, SITTING AROUND, PICKING

OUT EVERY LITTLE THINGAND MAKING FUN OF IT.

I MEAN, IT'S JUST, IT'S NOTRIGHT.

[LAUGHTER]>> COULD I, COULD I SAY THAT I

AGREE WITH YOU COMPLETELY.

>> Jon: YEAH, NO...WHAT WAS THE ONE THAT TOOK

YOU MOST OFF GUARD,WAS IT THE WE WERE DEAD BROKE,

WHEN YOU SAID THAT?

>> WELL, YOU KNOW, THAT WAS ANINARTFUL USE OF WORDS,

OBVIOUSLY. >> Jon: RIGHT.

>> YOU KNOW, BILL AND I HAVEWORKED REALLY HARD AND WE'VE

BEEN SUCCESSFUL. I'M REALLYGRATEFUL FOR THAT.

>> Jon: RIGHT. >> BUT WHAT I WORRY ABOUT, AND I

TALK ABOUT THIS IN THE BOOK,IS I'M WORRIED THAT OTHER PEOPLE

AND PARTICULARLY YOUNGERPEOPLE ARE NOT GOING TO HAVE THE

SAME OPPORTUNITIES WE DID...>> Jon: RIGHT.

>> BECAUSE EVEN THOUGH WECAME FROM, YOU KNOW,

YOU KNOW, GREAT CIRCUMSTANCES INTERMS OF OUR FAMILY LOVING US

AND, YOU KNOW, BILL HAD A MUCHMORE DIFFICULT UPBRINGING THAN

I DID, BUT STILL WE BELIEVEDTHAT WE COULD PRETTY

MUCH MAKE OUR WAY UP THE LADDER.

AND NOW I THINK A LOT OFPARTICULARLY YOUNG PEOPLE DON'T

BELIEVE THAT ANYMORE.

AND THAT BOTHERS ME A LOT.>> Jon: RIGHT.

>> SO I THINK WE HAVE TO PAYATTENTION TO WHAT WE'RE GOING TO

DO.

>> Jon: YOU KNOW WHAT'S KINDOF AWESOME? THAT SAYS TO ME

YOU'RE RUNNING FOR PRESIDENT?HOW EASILY YOU PIVOTED

FROM THAT INTO INCOME INEQUALITYIN AMERICA.

THAT SAYS TO ME YOU'RE RUNNINGFOR PRESIDENT.

BECAUSE OTHERWISE...

>> BUT THINK ABOUT IT.

THINK ABOUT IT.

>> Jon: YEAH.

>> I MEAN, YOU AND I HAVE BEENLUCKY.

I THINK WE'D HAVE TO AGREE.RIGHT? I MEAN...

>> Jon: WELL, I DON'T KNOWABOUT LUCKY.

[LAUGHTER]>> WELL, WE BOTH HAVE WORKED

HARD. WE BOTH HAVE WORKED HARD.

>> Jon: NO, WE HAVE. WE HAVEBEEN, WE HAVE BEEN LUCKY.

>> BUT WE ALSO WERE BORN INTOCIRCUMSTANCES, MAINLY BEING IN

THIS COUNTRY, WHERE WE HAD ALLTHESE OPPORTUNITIES AND WERE

ABLE TO TAKE ADVANTAGE OF THEM.>> Jon: SURE. RIGHT.

SO IN YOUR MIND THOUGH THEN,ARE YOU SUGGESTING THAT NO

LONGER EXISTS FOR PEOPLE OR THATWE, THERE IS SOMETHING ABJECTLY

WRONG WITH GOVERNMENT OR THESYSTEM THAT WE NEED TO INFORM?

>> YEAH. I THINK BOTH.

I THINK A LOT OF PEOPLE DON'TBELIEVE IT EXISTS FOR THEM

ANYMORE.

AND WE HAVE SIX MILLION YOUNGPEOPLE BETWEEN 16 AND 24 IN OUR

COUNTRY WHO ARE NEITHERIN SCHOOL NOR IN WORK.

THEY'VE KIND OF GIVEN UP.>> Jon: RIGHT.

>> AND THAT'S A TERRIBLEDEVELOPMENT.

AND SO, YEAH, I THINK THATPEOPLE DON'T FEEL IT.

AND I THINK WE HAVE TO CHANGEBOTH OUR ECONOMIC AND OUR

POLITICAL SYSTEMS SO THAT WE CANMAKE IT A REALITY AGAIN.

I THINK THAT'S THE BIG BUSINESS.

>> Jon: WHEN WE COME BACK,WILL YOU TELL US HOW TO DO THAT?

>> SURE.

>> Jon: WE'LL BE RIGHT BACKWITH MORE HILLARY CLINTON RIGHT

AFTER THIS.

[CHEERING AND APPLAUSE]>> Jon: SO, WE'RE BACK. WE'RE

TALKING WITH HILLARY CLINTON.WE'RE TALKING ABOUT THE PROBLEMS

WE FACE. SO WE TALKED ABOUT, YOUKNOW, WE HAVE THESE STRUCTURAL

PROBLEMS. >> RIGHT.

>> Jon: YOU'VE SEEN IT WHEN YOUWERE IN THE OVAL OFFICE AS FIRST

LADY.

YOU'VE SEEN IT AS SENATOR IN THELEGISLATIVE BRANCH.

>> UH-HUH, UH-HUH.

>> Jon: YOU WERE IN THECABINET.

>> YEP.

>> Jon: HAS THE BUREAUCRACY OFGOVERNMENT BECOME UNMANAGEABLE

TO THE POINT WHERE IT IS NOLONGER ABLE TO EFFECTIVELY RAISE

THE OPPORTUNITIES FOR THE PEOPLETHAT IT IS TRYING TO DO SO?

>> WELL, JON, I THINK IT'S ACOMBINATION OF BOTH A CONGRESS

THAT IS NO LONGER FUNCTIONINGEFFECTIVELY

AND A VERY DIFFICULT SITUATION

IN OUR EXECUTIVE BRANCH BECAUSEI THINK

IF PRESIDENT OBAMA WERE HERE, ITHINK HE WOULD SAY IT HAS NOT

KEPT UP WITH THE TIMES.

WE DON'T HAVE THE KIND OFAGILITY AND FLEXIBILITY AND

TECHNOLOGY.

SO THE BUREAUCRACY MOVES SLOWLY.

THE CONGRESS IS GRIDLOCKED.

SO WE HAVE A CRISIS IN OURDEMOCRACY.

AND WHAT I SAW GOING TO 112COUNTRIES IS HOW IMPORTANT IT IS

THAT WE FUNCTION IN THE UNITEDSTATES, BECAUSE PEOPLE LOOK TO

US.

OUR SYSTEM HAS BEEN THE BEACONFOR SO MANY YEARS, LIKE YOU WERE

TALKING ABOUT BEFORE.

GUESS WHAT, PEOPLE WANT TO COMEHERE BECAUSE THEY THINK THEY'LL

BE SAFE, THEY'LL HAVE ANOPPORTUNITY.

WE HAVE TO MANAGE IT.

THAT'S WHY WE NEED COMPREHENSIVEIMMIGRATION REFORM, WHICH IS

SOMETHING THAT CONGRESS SHOULDPASS.

>> Jon: BUT IS OUR EXPECTATION,OUR EXPECTATION OF OUR PLACE IN

THE WORLD, YOU KNOW, TECHNOLOGYAS WE BECOME LESS AGILE,

TECHNOLOGY HAS DEMOCRATIZEDPOWER TO A LARGE EXTENT.

>> THAT'S RIGHT.

>> Jon: YOU SEE VERY SMALLGROUPS WHO ARE ABLE TO SOW A

GREAT DEAL OF DESTRUCTIVE FORCE,AND IS AMERICA, YOU KNOW, WE

ARE A LARGE IMPERIAL POWER.

AND THE IDEA THAT WE CANEXERCISE THAT POWER IN THE SAME

MANNER AS WE SEE IN, YOU KNOWWHAT, IS OUR FOREIGN POLICY

ANYMORE?

>> YEAH, YEAH. WELL, THAT'SREALLY WHY THIS BOOK IS

SOMETHING THAT I PUT MY HEARTAND SOUL INTO, BECAUSE WE

CAN'T PRACTICE DIPLOMACY AND

DEFINE OUR FOREIGN POLICY ASLEADERS TALKING TO LEADERS

ANYMORE.

BECAUSE THAT'S NOT THE WAY THEWORLD WORKS.

EXACTLY AS YOU SAID.

PEOPLE ARE EMPOWERED FROM THEBOTTOM UP.

AND WHAT I FOUND WHEN I BECAMESECRETARY OF STATE IS THAT SO

MANY PEOPLE IN THE WORLD, ANDESPECIALLY YOUNG PEOPLE, THEY

HAD NO MEMORY OF THE UNITEDSTATES LIBERATING EUROPE AND

ASIA, BEATING THE NAZIS,FIGHTING THE, YOU KNOW,

COLD WAR AND WINNING.

THAT WAS JUST ANCIENT HISTORY.

THEY DIDN'T KNOW THE SACRIFICESTHAT WE HAD MADE AND THE VALUES

THAT MOTIVATED US TO DO IT.>> Jon: RIGHT.

>> WE HAVE NOT BEEN TELLING OURSTORY VERY WELL.

WE DO HAVE A GREAT STORY.

WE ARE NOT PERFECT BY ANY MEANS,BUT WE HAVE A GREAT STORY ABOUT

HUMAN FREEDOM, HUMAN RIGHTS,HUMAN OPPORTUNITY, AND LET'S GET

BACK TO TELLING IT TO OURSELVESFIRST AND FOREMOST AND BELIEVING

IT ABOUT OURSELVES AND THENTAKING THAT AROUND THE WORLD.

THAT'S WHAT WE SHOULD BESTANDING FOR.

>> Jon: CAN WE EXPECT OTHERCOUNTRIES TO VIEW US WITH SUCH

NUANCE WHEN WE SO CLEARLY DON'TVIEW THEM WITH NUANCE AND WITH

THAT TYPE OF UNDERSTANDING?

>> THAT'S A, THAT'S A REALLYGOOD QUESTION, BECAUSE...

>> Jon: THAT'S ALL THE TIME WEHAVE.

[LAUGHTER]>> BECAUSE?

>> Jon: BECAUSE.

>> BECAUSE WE DID A MUCH BETTERJOB TELLING THE WORLD WHO WE

WERE BACK IN THE COLD WAR.

YOU KNOW, IT WAS A SIMPLER JOB,TO BE FAIR.

WE HAD THE SOVIET UNION.

WE HAD THE UNITED STATES.

WE HAD A BIG INFORMATION EFFORT.

WE SENT, WE SENT TALENT, WE SENTALL KINDS OF POETS AND NOVELISTS

AND ROCK STARS.

I REMEMBER WHEN VACLAV HAVEL,THE GREAT DISSIDENT AND THE

FIRST PRESIDENT OF THE CZECHREPUBLIC TOLD ME THAT LOU REED

HAD BEEN HIS INSPIRATION.

AMERICAN CULTURE, AMERICANIDEAS PERMEATED THE WORLD.

WELL, FAST FORWARD.

THAT ENDED, AND WE KIND OFTHOUGHT, OKAY, FINE, END OF

HISTORY, DEMOCRACY WON.

YOU KNOW THAT STORY.

AND IN FACT, WE WITHDREW FROMTHE INFORMATION ARENA.

AND LOOK AT WHAT HAPPENEDINITIALLY WITH UKRAINE.

RUSSIAN MEDIA WAS MUCH MOREEFFECTIVE IN SORT OF TELLING A

STORY: IT WASN'T TRUE, BUT THEYKEPT REPEATING IT OVER AND OVER

AGAIN.

SO I THINK WE HAVE TO GET BACKTO A CONSENSUS IN OUR OWN

COUNTRY ABOUT WHO WE ARE ANDWHAT WE STAND FOR, AND THEN

GET OUT THERE AND, YOU KNOW,TELL THAT STORY.

>> Jon: "HARD CHOICES." IT'S ONTHE BOOKSHELVES NOW.

THANK YOU SO MUCH. WE'LL TALKA LITTLE BIT MORE ON THE WEB.

SECRETARY HILLARY CLINTON.

WE'LL BE RIGHT BACK.

[CHEERING AND APPLAUSE]>> Jon: THAT'S OUR SHOW.

JOIN US TOMORROW NIGHT AT 11:00.

JERRY SEINFELD WILL BE HERE.

HERE IT IS YOUR MOMENT OF ZEN.

>> THE COMMENT I MADE WAS THEDEMONIZATION OF CARBON DIOXIDE

IS JUST LIKE THE DEMONIZATION OFTHE POOR JEWS UNDER HITLER.

CARBON DIOXIDE IS ACTUALLY ABENEFIT TO THE WORLD,

AND SO WERE THE JEWS.

[CHEERING AND APPLAUSE]>> Jon: WELCOME BACK.

AFTER THIS.

[CHEERING AND APPLAUSE]>> Jon: WE'RE BACK.

WE'RE TALKING WITH HILLARYCLINTON.

WE'RE TALKING ABOUT THE PROBLEMSWE FACE.

SO WE TALKED ABOUT, YOU KNOW, WEHAVE THESE STRUCTURAL PROBLEMS.

THAT IS NO LONGER FUNCTIONINGEFFECTIVELY ON BEHALF OF THE

VAST MAJORITY OF AMERICANS, BUTINSTEAD VERY FOCUSED ON TAKING

CARE OF SPECIAL INTERESTS ANDTHOSE WHO THEY THINK ARE THEIR

CONSTITUENTS, OFTEN NOT THEIRVOTERS, AND A VERY DIFFICULT

SITUATION IN OUR EXECUTIVEBRANCH BECAUSE I THINK IF

PRESIDENT OBAMA WERE HERE, HE'DBE FIRST TO SAY IT HAS NOT KEPT

UP WITH THE TIMES.

WE DON'T HAVE THE KIND OFAGILITY AND FLEXIBILITY AND

TECHNOLOGY.

WHEN I GOT TO THE STATEDEPARTMENT, WE DIDN'T EVEN ISSUE

SMARTPHONES TO DIPLOMATS.

I MEAN, BASICALLY THEY WERESUPPOSED TO BE DOING WHAT THEY

HAD DONE FOR 100 YEARS, ANDTHOSE DAYS WERE LONG OVER.

AND, IT TOOK A LOT OF EFFORT TOGET PEOPLE UP TO SPEED AND THEN

TO USE TECHNOLOGY TO PROMOTEAMERICAN VALUES AND AMERICAN

INTERESTS.

SO THE BUREAUCRACY MOVES SLOWLY.

THE CONGRESS IS GRIDLOCKED.

SO WE HAVE A CRISIS IN OURDEMOCRACY.

AND, WHAT I SAW GOING TO 112COUNTRIES IS HOW IMPORTANT IT IS

THAT WE FUNCTION IN THE UNITEDSTATES BECAUSE PEOPLE LOOK TO

US.

OUR SYSTEM HAS BEEN THE BEACONFOR SO MANY YEARS, LIKE YOU WERE

TALKING ABOUT BEFORE, GUESS,WHAT PEOPLE WANT TO COME HERE

BECAUSE THEY THINK THEY'LL BESAFE, THEY'LL HAVE AN

OPPORTUNITY, WEHAVE TO MANAGE IT.

THAT'S WHY WE NEED COMPREHENSIVEIMMIGRATION REFORM, WHICH IS

SOMETHING THAT CONGRESS SHOULDPASS.

>> Jon: BUT IS OUR EXPECTATION,OUR EXPECTATION OF OUR

PLACE IN THE WORLD, YOU KNOW,TECHNOLOGY AS WE BECOME

LESS AGILE, TECHNOLOGYHAS DEMOCRATIZED

POWER TO A LARGE EXTENT.

>> YES. THAT'S RIGHT.

>> YOU SEE VERY SMALL GROUPS WHOARE ABLE TO SOW A GREAT DEAL OF

DESTRUCTIVE FORCE, AND ISAMERICA, YOU KNOW, WE ARE A

LARGE IMPERIAL POWER.

AND HAVE, THE IDEA THAT WE CANEXERCISE THAT POWER IN THE SAME

MANNER AS WE SEE IN, YOU KNOW,WHAT IS OUR FOREIGN POLICY

ANYMORE?

>> YEAH, YEAH. WELL, THAT'SREALLY WHY THIS BOOK IS

SOMETHING THAT I PUT MY HEARTAND SOUL INTO, BECAUSE WE

CAN'T PRACTICE DIPLOMACYAND DEFINE OUR

FOREIGN POLICY AS LEADERSTALKING TO LEADERS ANYMORE.

BECAUSE THAT'S NOT THE WAY THEWORLD WORKS.

EXACTLY AS YOU SAID.

PEOPLE ARE EMPOWERED FROM THEBOTTOM UP.

AND, WHAT I FOUND WHEN I BECAMESECRETARY OF STATE IS THAT SO

MANY PEOPLE IN THE WORLD,ESPECIALLY YOUNG PEOPLE, THEY

HAD NO MEMORY OF THE UNITEDSTATES LIBERATING EUROPE AND

ASIA, BEATING THE NAZIS,FIGHTING THE, YOU KNOW, COLD WAR

AND WINNING.

[APPLAUSE]>> Jon: BUT DOESN'T... DOESN'T,

IN SOME RESPECTS, DOESN'TOUR EXPERIENCE AND OUR

ACTIONS BELIE A LOTOF THAT STORY?

FOR INSTANCE, WE FOR A LONG TIMEIN THE MIDDLE EAST PROPPED UP

AUTOCATTIC REGIMES IN FAVOR OFSTABILITY BECAUSE WE LIKE THE,

WHAT'S IT, THE OILY OIL.

WE LIKE THAT.

SO THEN WE SWITCHED OVER TO SAYACTUALLY WHAT WILL GIVE US, KEEP

US SAFER IS DEMOCRACY.>> MMHMM.

>> Jon: AND SO, BUT THEN THEELECTIONS THAT WE ENCOURAGED IN

GAZA ELECTED HAMAS.

WE SAID, WELL, NOT THAT MUCHDEMOCRACY, YOU KNOW.

>> RIGHT, RIGHT, RIGHT. RIGHT,RIGHT.

>> Jon: SO, SO WHEN WETALK ABOUT WE HAVE THIS

GREAT STORY OF FREEDOM ANDDEMOCRACY AND LIBERTY,

DO WE REALLY MEAN IT?

>> YES.

>> Jon: OR DO WE ONLY MEAN ITFOR, IF YOU ELECT SOMEONE THAT

WE LIKE AND LIKES US?

>> NO.

WE REALLY MEAN IT, BUT WE ALSOHAVE INTERESTS THAT DO MATTER,

SO, YES, ENERGY USED TO BE.

NOW WE'RE MORE INDEPENDENT, BUTWE STILL WORRY ABOUT OUR FRIENDS

AND OUR ALLIES.

OUR RELATIONSHIPS WITH OURPARTNERS AND OUR ALLIES IN

EUROPE AND IN ISRAEL AND ASIA,THOSE ARE COUNTRIES THAT WE HAVE

A SPECIAL CONCERN FOR, AND OURSECURITY.

SO DO WE DO BUSINESS WITH SOMEPRETTY UNSAVORY CHARACTERS

BECAUSE WE HAVECOUNTER-TERRORISM INTERESTS AND

SECURITY CONCERNS, ABSOLUTELY.>> Jon: SURE.

>> HOWEVER, I WOULD ARGUE, AND IDO IN THE BOOK, THAT IF YOU LOOK

AT THE WHOLE CONTEXT OFTHE UNITED STATES AND

YOU REALLY EXAMINE WHAT WE'VESTOOD FOR AND HOW WE'VE TRIED

TO MOVE THE WORLD TOWARDDEMOCRACY AND FREEDOM, DESPITE

THE FACT THAT SOMETIMES WE STAYWITH, YOU KNOW, AUTOCRATS LONGER

THAN WE SHOULD, IT IS ACOMPELLING STORY ABOUT WHO

WE ARE AND WHAT WE STAND FOR.EGYPT IS A PERFECT EXAMPLE.

YOU KNOW, WE WEREN'T THRILLEDWHEN THE MUSLIM BROTHERHOOD WAS

ELECTED, BUT WE SUPPORTED ITBECAUSE AS FAR AS WE COULD TELL

IT WAS A LEGITIMATE ELECTION.

WE WERE BLAMED BY EVERYBODY.

WE WERE BLAMED FOR SUPPORTING ALEGITIMATE ELECTION, NOT

DETERMINING WHO WOULD WIN, BUTTHEN SAYING, OKAY, IT WAS

LEGITIMATE.

WE WILL SUPPORT THAT REGIME.>> Jon: RIGHT.

>> THEN THEY GET OVERTURNED ANDWE SAY, WAIT A MINUTE, YOU KNOW,

THIS IS NOT EXACTLY THE WAY TODO BUSINESS.

HOWEVER, WE SEE EGYPT NOW TRYINGTO BROKER A CEASEFIRE.

THAT'S VERY MUCH IN AMERICA'SINTEREST, AND THE CONCERNS OF

THE PEOPLE IN THE MIDDLE EASTWHO ARE CAUGHT UP IN THIS

ONGOING CONFLICT.

SO PART OF WHAT I TRIED TOEXPLAIN IS, OUR VALUES ARE

STRONG.

WE COMPLY WITH THEM, BUTOFTENTIMES WE DO HAVE TO ADD IN

AND BALANCE OUR INTERESTS ANDOUR SECURITY.

BUT EVERY TIME WE DO THAT, WEHAVE TO KEEP IN MIND WHAT WE

REALLY STAND FOR.

>> Jon: DO YOU, WOULD YOU THINK,AND THEN WE'LL, DO YOU HAVE,

CAN YOU GIVE US LIKE FIVEMINUTES ON THE WEB?

WE'LL JUST THROW IT UP...

>> SURE, ABSOLUTELY.

>> Jon: CAN WE EXPECT OTHERCOUNTRIES TO VIEW US WITH SUCH

NUANCE WHEN WE SO CLEARLY DON'TVIEW THEM WITH NUANCE AND WITH

THAT TYPE OF UNDERSTANDING?

>> THAT'S A REALLY GOODQUESTION, BECAUSE...

YOU KNOW, WE HAD THE SOVIETUNION.

WE HAD THE UNITED STATES.

WE HAD A BIG INFORMATION EFFORT.

WE SENT, WE SENT TALENT, WE SENTALL KINDS OF POETS AND NOVELISTS

AND ROCK STARS. I REMEMBERWHEN VACLAV HAVEL THE

GREAT DISSIDENT AND THE FIRSTPRESIDENT OF THE CZECH REPUBLIC

TOLD ME THAT LOU REED HAD BEENHIS INSPIRATION.

AMERICAN CULTURE, AMERICAN IDEASPERMEATED THE WORLD.

WELL, FAST FORWARD, THAT ENDEDAND WE KIND OF THOUGHT, OKAY,

FINE, END OF HISTORY, DEMOCRACYWON.

COUNTRY ABOUT WHO WE ARE ANDWHAT WE STAND FOR, HOPEFULLY

A BIPARTISAN CONSENSUS, LIKE ITUSED TO BE IN FOREIGN POLICY,

AND THEN GET OUT THERE AND, YOUKNOW, TELL THAT STORY,

RECOGNIZING... I WAS JUSTIN LONDON, BERLIN AND

PARIS ON MY BOOK TOUR. YOUKNOW, THE PEOPLE IN GERMANY

ARE NOT HAPPY WITH USOVER SPYING STUFF,

AS YOU MIGHT GUESS.

>> Jon: WHAT'S A LITTLESPYING? IT'S NOTHING.

>> YOU KNOW, BUT I SAID, LET'SLOOK AT THE WHOLE CONTEXT.

I MEAN, LET'S LOOK ATWHAT THE UNITED STATES

HAS MEANT TO GERMANY. WE HAVE TOWORK OUT THESE OTHER ISSUES,

AND BELIEVE ME, I TAKE THEMSERIOUSLY, BUT LET'S NOT GO

OVERBOARD AND LET'S REMEMBER,YOU KNOW, WHO

REALLY IS YOUR PARTNER WITH THEVALUES THAT YOU SUBSCRIBE TO.

AND YOU JUST HAVE TO KEEP MAKINGTHAT CASE.

>> Jon: RIGHT. CERTAINLY ABETTER CASE THAN GOING LIKE,

WE BOMBED YOU. WE COULDBOMB YOU AGAIN.

DON'T GET SO SASSY.

>> YEAH, THAT'S RIGHT. THAT'SRIGHT. WE TRIED THAT.

>> Jon: EXACTLY.

THAT DIDN'T WORK SO WELL.

>> Jon: "HARD CHOICES."

IT'S ON THE BOOKSHELVES NOW.THANKS SO MUCH.

WE'LL TALK A LITTLE BIT MOREON THE WEB.

SECRETARY HILLARY CLINTON.

WE'LL BE RIGHT BACK.

[CHEERING AND APPLAUSE]>> Jon: ALL RIGHT.

I VERY MUCH APPRECIATE YOUSPENDING A LITTLE EXTRA TIME

WITH US.

>> ABSOLUTELY.

>> Jon: I KNOW YOU'RE OFF ANDRUNNING.

YOU NEGOTIATED THE PREVIOUSCEASEFIRE BETWEEN HAMAS AND

ISRAEL.>> YES.

>> Jon: BEFORE WE EVEN GET INTOTHE OBVIOUS SNAKE PIT OF LIKE

THESE GUYS ARE RIGHT,THESE GUYS ARE WRONG,

THEY'RE EVIL, THEY'RE NOTEVIL AND THE THING, CAN WE AT

LEAST AGREE THE HUMANITARIANCRISIS IN GAZA IS OVERWHELMING

AND THAT THE WORLD MUST DO MOREFOR THE PEOPLE WHO ARE

TRAPPED BY THIS CONFLICT?

>> YES, YES. WELL, AND THEY'RETRAPPED BY THEIR LEADERSHIP.

UNFORTUNATELY IT'S A,IT'S A TWO-PRONGED TRAPPING.

THEY HAVE LEADERSHIP THAT ISCOMMITTED TO RESISTANCE AND

VIOLENCE, AND THEREFORE THEIRACTIONS ARE MOSTLY ABOUT HOW DO

WE GET NEW AND BETTER MISSILESTO LAUNCH THEM AT ISRAEL INSTEAD

OF SAYING, HEY, LET'S TRY TOFIGURE OUT HOW WE'RE GOING

TO HELP MAKE YOUR LIVES BETTER.

AND WHEN I NEGOTIATED THECEASEFIRE IN NOVEMBER OF 2012,

IT WAS RIGHT ON THE BRINKOF ISRAEL ONCE AGAIN

INVADING GAZA BECAUSEOF THE ROCKETS.

AND SO I FLEW FROM CAMBODIAWHERE I WAS WITH THE PRESIDENT

TO TRY TO SEE WHAT I COULD DO.

AND, YOU KNOW, THE ISRAELIS AREABSOLUTELY RIGHT IN SAYING THAT

THEY CAN'T JUST SIT THERE ANDLET ROCKETS RAIN DOWN.

THEY HAVE A MISSILE DEFENSESYSTEM, WHICH IS WORKING WELL,

BUT THAT CAN'T BE CERTAIN, ANDNOW THERE ARE DRONES APPARENTLY

THAT ARE BEING LAUNCHED FROMGAZA.

THEY HAVE TRIED WITH THEPALESTINIAN AUTHORITY, PRESIDENT

ABBAS, TO FIGURE OUT A WAY TOTRY TO MOVE FORWARD ON SOME SORT

OF NEGOTIATED SETTLEMENT.

VERY DIFFICULT.

BUT THE HAMAS LEADERSHIP NOWFEELS SOMEWHAT TRAPPED

THEMSELVES BECAUSE THEY HAD ANALLY WITH THE MUSLIM

BROTHERHOOD.

I NEGOTIATED THE CEASEFIRE WITHMORSI AND MORSI WAS ABLE TO

CONVINCE THE HAMAS GROUPS TOABIDE BY IT.

HE'S GONE.

AND THE NEW REGIME IN CAIROSEES HAMAS AS A DANGER TO THEM

BECAUSE THEY SEE THEM AS ASOURCE OF INSTABILITY AND

VIOLENCE THAT CAN AFFECT THEM INSINAI AND BEYOND.

SO THEY ARE TRAPPED.

AND THEY'RE TRAPPED, I WOULDARGUE, FIRST AND FOREMOST, BY

LEADERSHIP THAT DOESN'T REALLYWANT TO MAKE THE SITUATION TOO

MUCH BETTER BECAUSE THAT GIVESTHEM A LOT OF LEVERAGE OVER THE

POOR PEOPLE IN GAZA.

>> Jon: DON'T YOU THINK THEYWOULD LOOK AT THAT, THOUGH, AS

THEY'VE GIVEN A LOT OF DIFFERENTTHINGS A CHANCE.

THESE ARE THE ONLY GUYS TO THEMTHAT ARE GIVING ANY RESISTANCE

TO WHAT THEIR CONDITION IS?>> NO.

>> Jon: AND IF YOU'RE LIVING INTHAT SITUATION, COULDN'T YOU SEE

YOURSELF THINKING, THESE ARE OURFREEDOM FIGHTERS, EVEN IF THEY

MIGHT BE VIEWED DIFFERENTLY.

>> WELL JON, I DON'T AGREE WITHTHAT FOR A COUPLE OF REASONS.

>> Jon: RIGHT.

>> YOU KNOW, WHEN ISRAELWITHDREW FROM GAZA, AND I WAS

AWARE OF THAT. IWAS IN THE SENATE.

I WAS TALKING TO THE PEOPLE WHOWERE ORGANIZING IT, THEY LEFT A

LOT OF THEIR BUSINESSES.

THERE WAS A REALLY VERY VALUABLEHORTICULTURAL BUSINESS THAT WAS

SET UP BY THE ISRAELIS WHO HADLIVED IN GAZA, AND THE IDEA WAS

THAT THIS WOULD BE LITERALLYTURNED OVER, MONEY WAS PROVIDED,

THERE WOULD BE A FUND THAT WOULDTRAIN PALESTINIANS IN GAZA TO DO

THIS WORK.

AND BASICALLY THE LEADERSHIPSAID, WE DON'T WANT ANYTHING

LEFT FROM ISRAEL, DESTROYED ITALL.

THAT MENTALITY TO ME IS HARD TODEAL WITH.

IF YOU LOOK AT THE PALESTINIANAUTHORITY, EVEN THOUGH IT'S HARD

FOR THEM, THEY HAVE SAID, WEWANT TO END THE VIOLENCE.

WE WANT TO NEGOTIATE A TWO-STATESOLUTION.

AND WE RECOGNIZE ISRAEL'S RIGHTTO EXIST.

HAMAS HAS NOT AND SAYS IT WILLNOT DO THAT.

SO WE'RE REALLY IN A TERRIBLEDILEMMA.

AND TODAY THERE WAS AN OFFER OFA CEASEFIRE FROM THE EGYPTIAN

GOVERNMENT.

THE ISRAELIS IMMEDIATELYACCEPTED IT.

THE HAMAS LEADERSHIP SAID NO.

SO PART OF WHAT I SEE HAMASDOING IS THEIR IDENTITY COMES

FROM BEING THE VIOLENTRESISTANCE BECAUSE THEY'RE

TRYING TO SOMEHOW SET THEMSELVESAPART FROM ABBAS AND THE FATAH

SEGMENT TO SAY, OKAY, WE WILLTALK WITH, WE WILL DEAL WITH, WE

WILL COOPERATE WITH ISRAELDESPITE OUR DESIRE TO HAVE

A STATE.

>> Jon: DO YOU BELIEVE,THOUGH, THAT THE ISRAELI

LEADERSHIP, NETANYAHU, TRULY ARESINCERE?

YOU KNOW, THE SETTLEMENTBUILDING CONTINUES NO MATTER

WHAT AMERICA OR THE RESTOF THE WORLD SAYS.

>> RIGHT, RIGHT.

>> Jon: DOESN'T THAT SEND AMESSAGE THAT IT'S NOT A REAL

SINCERITY ON THEIR PART, ANDHASN'T HE EVEN TALKED

RECENTLY ABOUT A ONE-STATESOLUTION BEING THE ONLY OPTION?

SO AREN'T BOTH OF THESE PEOPLESTRAPPED BY THEIR LEADERSHIPS AND

THE MORE WE GET INTO WHO ISWORSE, WHO IS BETTER, THE LESS

WE'RE LIKELY TO FIND SOME SORTOF SOLUTION.

>> WELL, THAT'S WHY YOU CAN'T GOAT IT LIKE THAT.

YOU'VE GOT TO KEEP YOUR EYE ONTRYING TO PERSUADE BOTH SIDES.

AND WHEN I SAY "BOTH SIDES," IREALLY MEAN THE ISRAELI

LEADERSHIP AND THE PALESTINIANAUTHORITY LEADERSHIP BECAUSE

AS I SAY, HAMAS HAS REJECTED THEINTERNATIONAL STANDARDS BY WHICH

THEY COULD BE PART OF SUCH ANEGOTIATION.

THE PROBLEM IS IF YOU CAN GET TODEFINING BORDERS, AND OUR

POLICY EVER SINCE MY HUSBANDWAS PRESIDENT, REITERATED BY

BUSH, REITERATED BY PRESIDENTOBAMA...

>> YOUR HUSBAND WAS PRESIDENT?[LAUGHTER]

>> YES. HE WAS. YEAH, YEAH.

HE WORKED IN ONE OF THOSE ROOMSWITHOUT CORNERS.

>> Jon: YOU THOUGHT TOYOURSELF, I COULD GET USED TO

THAT. >> WELL, NOT AT THE TIME.

>> Jon: NOT AT THE TIME.

>> BUT SINCE THEN I'VE GIVEN ITSOME THOUGHT. SO, I THINK WHAT

HE...

[CHEERING AND APPLAUSE]>> Jon: YOU'RE RUNNING FOR

PRESIDENT.

YOU'RE RUNNING.

>> WHAT HE TRIED TO DO AT CAMPDAVID AND WHAT PRESIDENT BUSH

TRIED TO DO WITH SOMETHINGCALLED THE ROAD MAP AND WHAT

PRESIDENT OBAMA AND SECRETARYKERRY AND I BEFORE THEM TRIED TO

DO WAS TO COME TO AN AGREEMENTTHAT WOULD OUTLINE BORDERS AND

THEN SOME SETTLEMENTS WOULD BEIN THE BORDERS.

OTHERS WOULD NOT BE.

I MEAN, THAT WAS THE WHOLETHEORY.

AND ON BOTH SIDES, I REALLYTHINK IT'S NOT SO MUCH

CALCULATION OR RESISTANCE.

IT'S INSECURITY AND FEAR.

>> Jon: WELL, IT DOESN'T SEEMSUSTAINABLE.

>> WELL, I AGREE WITH THAT. IAGREE WITH THAT.

>> AND IT SEEMS LIKE BOTHLEADERSHIPS ARE GETTING

SOMETHING OUT OF THISCONFLICT CONTINUING,

OTHERWISE IT WOULDN'T.

>> WELL, BUT I THINK IF THEYWERE BOTH HERE AND I HAD, I

WRITE ABOUT THIS, I HAD,I MONITORED AND PARTICIPATED

IN THE LAST LEADER-TO-LEADERMEETINGS.

WE HAD THREE SUCH MEETINGS WHEREWE REALLY NEGOTIATED.

IT WAS JUST FOUR OF US IN THEROOM.

IT WAS NETANYAHU.

IT WAS ABBAS.

IT WAS ME AND GEORGE MITCHELL,WHO WAS OUR SPECIAL ENVOY.

>> Jon: HE WAS REPRESENTINGHAMAS?

>> YEAH, NO HE WASN'T, BUT HEWAS, HE WAS A VERY GOOD

NEGOTIATOR...>> Jon: RIGHT.

>> SOMEBODY WHO HAD WORKED ONTHE IRISH PEACE PROCESS.

IN FACT, HE TELLS A FUNNY STORYABOUT HOW HE WAS IN JERUSALEM

TALKING ABOUT HIS WORK ON THEIRISH PEACE PROCESS WITH MY

HUSBAND, AND HE SAID, YOU KNOW,THIS WAS A VERY LONG CONFLICT,

IT WENT BACK 800 YEARS AND ITTOOK A LONG TIME AND A LOT OF

EFFORT TO GET THE PARTIES TOTRUST EACH OTHER ENOUGH TO MAKE

A NEGOTIATION THAT LED TO PEACEAGREEMENT.

800 YEARS.

ONE OF THE PEOPLE IN THEAUDIENCE SAID, I THINK IT WAS A

HEBREW UNIVERSITY SAID, "SUCH ARECENT CONFLICT."

I MEAN, REALLY, YOU KNOW.

>> Jon: RIGHT.

>> SO, YEAH, HISTORY IS AHEAVYWEIGHT.

AND, THERE'S NO DOUBT IN MY MINDTHAT BOTH SIDES, AND I'VE SEEN

IT AGAIN AND AGAIN AND AGAIN,THEY EACH KNOW WHAT AN

AGREEMENT SHOULD LOOK LIKE.

AND I REMEMBER WHEN EHUD BARAKWAS PRIME MINISTER.

HE MADE A VERY EXTENSIVE OFFERTO YASSER ARAFAT.

AND, I THINK WHAT HAPPENED ISARAFAT JUST BASICALLY SAID,

I AM AFRAID TO TAKE IT. IDON'T KNOW WHAT COMES NEXT.

I'M COMFORTABLE IN THE ROLE THATI'M IN, WHICH IS A KIND OF

GUERRILLA-TURNED, YOUKNOW, POLITICIAN, BUT I DON'T

KNOW THAT I CAN BE A LEADER, AGOVERNMENT LEADER.

EVERYBODY LIVES WITH THEIR OWNFEARS AND INSECURITIES, AND

WHAT'S SO TRAGIC ABOUT THEROCKETS COMING FROM GAZA AFTER A

PERIOD OF, YOU KNOW, TWO-PLUSYEARS BECAUSE OF THE CEASEFIRE I

WAS INVOLVED IN, IS NOWEVERYBODY'S BACK IN

THEIR CORNERS AGAIN.>> Jon: RIGHT.

>> AND UNLESS WE CAN GIVE PEOPLEENOUGH OF A SENSE OF SECURITY ON

BOTH SIDES THAT THEY'RE GOING TOBE BETTER OFF AND THEIR CHILDREN

ARE GOING TO BE BETTER OFF, THENTHE GUYS WITH THE GUNS CAN

ALWAYS DISRUPT ANYTHING.IT'S WHY AN EXTREMIST IN ISRAEL

KILLED, YOU KNOW, YITZHAK RABIN.>> Jon: RIGHT.

>> BECAUSE HE KNEW YITZHAKRABIN COULD MAKE LASTING PEACE.

AND THERE ARE EXTREMISTS ON ALLSIDES. AND PEOPLE WITH GUNS ON

ALL SIDES. AND SO LEADERSHIPHAS TO BE VERY TOUGH-MINDED

AND VERY STRONG, BUT THEY HAVETO HAVE ENOUGH SUPPORT TOO

MAKE THE HARD CHOICES.

>> Jon: WHAT? YOU DID NOT DOTHAT.

WHAT?

[CHEERING AND APPLAUSE]WOW.

HONESTLY, THAT MAY BE... LET MEGO TO THE JUDGES ON THAT.

WHAT... THAT MAY BE THEGREATEST SEGUE IN THE HISTORY

BACK TO... THAT MAY BE THEGREATEST SEGUE BACK TO A TITLE.

THANK GOD YOU GO TO "HARDCHOICES" AND NOT "STUFF I DID."

THANK YOU FOR JOINING US.

>> THANK YOU.

>> HILLARY CLINTON.

[CHEERING AND APPLAUSE]
